
In addition to requesting that the American Red Cross assume responsibility for the Relief Fund, the Mayor's Committee also suggests that John J. O'Connor be made director of the work.
Upon making an appeal to the citizens of Chicago to contribute $200,000 within the first forty-eight hours of the tragedy, contribtutions of nearly double that amount are received (over the course of the next few weeks). The contributions almost without exception are from Chicago firms and citizens. Contributions are received at the office of Julius Rosenwald, Chairman of the Finance Committee.
The responsibility for emergency relief work is split, with families being grouped as follows.
- All families in which the victims are employees of Western Electric are referred to the Western Electric Company for emergency assistance.
- All other families of victims are referred to the American Red Cross for emergency assistance.
- People who had been immersed in the Chicago River are referred to the City of Chicago Health Department for general health treatment.
The Western Electric Company immediately appropriates $100,000 for relief. The American Red Cross draws upon this money for relief until the public Relief Fund becomes available.
